As construction of important performance and exhibition facilities in Taiwan were completed and opened, arts and performing groups and other arts-related non-profit organizations called for professional operation and management. Cultural policies were gaining attention from various sectors. Among the high education institutions, there was an urgent needing for a research institution with its focus on “cultural policies” and “arts management,” so as to deepen studies of related fields and train administration and management professionals. Therefore, when news broke that the Ministry of Education approved the establishment of this Institute on June 17, 1999, it caught the attention of the arts and cultural circle. It was selected as one of the 10 biggest arts and cultural events of the year.
